Ky konflikt lind si rrjedhoj\u00eb e ligjshm\u00ebris\u00eb s\u00eb aktit p\u00ebrfundimtar me t\u00eb cilin organi shtet\u00ebror vendos mbi t\u00eb drejt\u00ebn, detyrimin ose interesin juridik t\u00eb personit fizik apo juridik.<\/p>\n<p style=\"text-align: justify;\"><strong>Akti administrativ q\u00eb t\u00eb mund t\u00eb jet\u00eb objekt i konfliktit administrativ, duhet ti p\u00ebrmbaj\u00eb disa karakteristika t\u00eb caktuara dhe ti plot\u00ebsoj disa kushte t\u00eb caktuara: <\/strong><\/p>\n<ul>\n<li style=\"text-align: justify;\">Akti administrativ duhet t\u00eb jet\u00eb akt i nxjerr\u00eb nga personi i autorizuar, do me th\u00ebn\u00eb t\u00eb jet\u00eb nxjerr nga organi shtet\u00ebror ose nga nj\u00eb organ q\u00eb ushtron autorizime publike n\u00eb baz\u00eb t\u00eb ligjit.<\/li>\n<li style=\"text-align: justify;\">Akti administrativ duhet t\u00eb vendoset p\u00ebr ndonj\u00eb t\u00eb drejt\u00eb apo caktim t\u00eb ndonj\u00eb detyrimi personit t\u00eb caktuar fizik apo juridik.<\/li>\n<li style=\"text-align: justify;\">Akti administrativ duhet t\u00eb jet\u00eb nxjerr\u00eb p\u00ebr nj\u00eb \u00e7\u00ebshtje administrative, t\u00eb jet\u00eb vendos\u00eb mbi ndonj\u00eb t\u00eb drejt\u00eb, detyrim ose interes juridik t\u00eb pal\u00ebs s\u00eb caktuar.<\/li>\n<li style=\"text-align: justify;\">Akti administrativ duhet t\u00eb jet\u00eb konkret dhe individual-akt me t\u00eb cilin vendoset n\u00eb rastin e caktuar mbi t\u00eb drejtat dhe detyrimet ose interesat juridik t\u00eb subjektit t\u00eb caktuar juridik dhe<\/li>\n<li style=\"text-align: justify;\">Akti administrativ duhet t\u00eb jet\u00eb p\u00ebrfundimtar n\u00eb procedur\u00ebn administrative, ndaj t\u00eb cilit nuk mund t\u00eb ushtrohet mjeti i rregullt juridik-ankesa.T\u00eb gjitha k\u00ebto kushte t\u00eb cituara m\u00eb lart\u00eb duhen t\u00eb plot\u00ebsohen kumulativisht me rastin e nxjerrjes s\u00eb aktit administrativ.
